Without expressing any opinion on the merits of the writ petition, the second respondent is directed to complete the enquiry on the representation submitted by the petitioner, after affording an opportunity of hearing to both the parties, and pass appropriate orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order.
