O R D E R

This writ petition has been filed seeking issuance of Writ of Mandamus directing the respondents 2 to 4 to effect electricity connection to petitioner's agriculture land in 242/1A situated at Perikalakattur, Tirutanni Taluk, Thiruvallur District. 2.The learned counsel appearing for the petitioner submitted that the petitioner is the owner of the lands in S.Nos.81/2A, 239/3A, 242/1A, 242/1B at Perikalakattur, Tirutanni Taluk. Initially electricity connection was applied for S.No.239/3A and since the water in the well situated in S.No.239/3A dried up, application was made for change of survey number from S.No.239/3A to S.No.242/1A, for which the third respondent issued letter directing the petitioner to pay a sum of Rs.86,000/- towards estimate charges for change of survey number. The petitioner refused to pay the same and sought for information under the Right To Information Act from the Public Information Officer, TANGEDCO.

3.The learned counsel appearing for the petitioner further submitted that the Public Information Officer vide letter dated 10.02.2022 informed the petitioner that no estimate charges were collected for changing the survey number before effecting of service connection in normal scheme. Thereafter, the petitioner sent letters seeking to approve his application for change in survey number free of cost and after a lapse of one year, the petitioner's application was approved by the third respondent on 02.09.2022 and the petitioner was informed to make readiness on or before 03.10.2022 and to register with the fourth respondent and accordingly, the petitioner made readiness on 07.09.2022 and registered with the fourth respondent and the fourth respondent also approved the same, however, electricity service connection was not effected. 4.

The learned counsel appearing for the petitioner further submitted that the State Government announced policy for providing free electricity service connection for agriculturists, thereby, the petitioner made application for electricity service connection in S.No.239/3A and since the water in the well situated in S.No.

S.No.239/3A to S.No.242/1A and as per the information received from the Public Information Officer no estimate charges were collected for changing the survey number before effecting of service connection and hence the respondents are bound to effect service connection free of cost, however, till date the electricity service connection was not effected.

5.The learned Standing Counsel appearing for the respondents 2 to 4 did not dispute the information given by the Public Information Officer, TANGEDCO. Further, the petitioner's application has been approved by the third respondent on 02.09.2022. 6.In view of the above, the respondents 2 to 4 are directed to effect electricity connection to petitioner's agriculture land in 242/1A situated at Perikalakattur, Tirutanni Taluk, Thiruvallur District, within a period of four weeks from the date of receipt of a copy of this order. The writ petition is allowed. No costs.
