2003 same illegal and invalid and consequently directing the Respondents to disburse to the petitioner the monetary benefits denied on account of the imposition of punishment of "reductions in the time scale of pay by two stages for two years without cumulative effect, with all other attendant benefits inclusive of clearing his name for president's Award.
