Heard Mr.C.Prakasam, learned counsel appearing for the petitioner and Mr.A.Zakkir Hussain, learned Government Advocate, appearing for the respondent.

2. The petitioner has filed this writ petition, praying to direct the respondent to dispose of her written representation dated 18.09.2004.

3. On a perusal of affidavit, the petitioner's brother-inlaw and her mother-in-law colluded with the Executive Officer of Uppiliapuram Town Panchayat and filed a Civil Suit in O.S.No.123/2003, against her husband, before the District Muncif Court, Thuraiyur, for declaration and declared that the entire benefits accrued in favour of her mother-in-law and her brotherin-law.

4. In the said suit, they obtained the signature of the petitioner's husband and accordingly, the suit was decreed. After knowing the above position, the petitioner/daughter-in-law has made a representation to the Director of Town Panchayat. The said representation is not maintainable, since already there is a civil dispute in between the legal heirs and without adding them as necessary parties in this writ petition, she made a https://hcservices.ecourts.gov.in/hcservices/

representation directly to the Director of Town Panchayat, which is nothing but abuse in process of law.
