The learned Senior Counsel appearing on behalf of the 2nd respondent objected the impleading petition on the ground that only the appellant/Corporation is competent to comment on the procedures followed in the tender process. The unsuccessful bidder, who filed the impleading petition is not entitled to say anything about the process being adopted by the Corporation.

2. However, this Court is of the considered opinion that in the event of an order being passed in the present writ appeals, the same will have significant implications in respect of the unsuccessful bidder. Therefore, he is a necessary party.

3. Accordingly, the impleading petition is ordered. [S.M.S., J.] [K.R.S., J.] 01.04.2025 Jeni Note: Registry is directed to carry out the necessary amendment in the cause title and post the writ appeals on 16.04.2025.
