ORDER

This writ petition has been filed for the issue of a writ of mandamus directing the second respondent to pass orders based on the communication dated 10.01.2011 made by the third respondent, by considering the petitioner's representation dated 26.06.2024, within a time frame.

The case of the petitioner is that the subject property was originally owned by one Narayanaswamy and the petitioner is one of the daughters of the said Narayanaswamy. The mother and sisters of the petitioner executed a release deed in favour of the petitioner and thereby, the petitioner became the absolute owner of the subject property. The petitioner made representations before the respondents for issue of patta in her name. After several rounds of enquiry, no action was taken and hence, the petitioner filed W.P.No.23591 of 2018 before this Court and this writ petition was disposed of by an order dated 10.09.2018 by directing the respondents to consider the petitioner's representation and pass appropriate orders within a period of four weeks from the date of receipt of a copy of the order. After the above order was passed, the petitioner made a representation and proceedings were conducted and once again, there was a stalemate. Left with no other option, the present writ petition was filed before this Court.

When the case came up for hearing on 10.02.2025, the following order was passed:

"Mr.A.Selvendran, learned Special Government Pleader, takes notice for respondents 1 to 3.

It is seen from records that this Court had already passed an order in WP No.23591 of 2018 dated 10.09.2018, directing the representation made by the petitioner to be considered wherein the petitioner is seeking for issuance of patta.

In view of the above, the learned Special Government Pleader shall take instructions from the respondents 2 and 3 on the compliance of the earlier order passed by this Court.

4. Post this case under the caption for "Reporting compliance" on 03.03.2025."

When the matter was taken up for hearing today, learned Special Government Pleader submitted that the second respondent has passed an order through proceedings dated 03.03.2025 and has taken a decision to transfer the patta in the name of the petitioner and to effect necessary changes in the revenue records.

In the light of the above proceedings of the second respondent, there shall be a direction to the third respondent to give effect to the said order and to transfer patta in the name of the petitioner and mutate the revenue records. This process shall be completed within a period of four weeks from the date of receipt of a copy of this order.
