PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus, directing the respondents 1 to 3 to consider the petitioner's representation 1/5
dated 02.08.2025 and 06.08.2025 and conduct enquiry and consequently cancel the patta issued to the 6th and 11th respondents in survey Nos.91/2, 91/4, 91/6, 91/7, 91/9 and 91/11 herein within a time frame fixed by this Court. For Petitioner : Ms.Kanitha C.B.

Mr.T.Arun Kumar Additional Government Pleader [R1 to R5] RR6 and 7 [Not ready in notice] No appearance [RR8 to 11] Order [Order of the Court was made by S.M.SUBRAMANIAM, J.] This writ petition has been filed to direct the respondents 1 to 3 to consider the petitioner's representation dated 02.08.2025 and 06.08.2025 and conduct enquiry and consequently cancel the patta issued to the 6th and 11th respondents in survey Nos.91/2, 91/4, 91/6, 91/7, 91/9 and 91/11.
2. With reference to the relief sought for in the present writ petition, the revenue authorities have conducted a survey by referring the village and taluk records pertaining Ariyalur Thirukai Village. After perusing the records, the following facts are found 2/5
by the authorities:
"a. As per the UDR 'A' Register of Ariyalur Thirukai Village, R.S.No.91, 0.16.0 Hector, is classified as Pattai Poramboke.
b. In the village Filed Measurement Book, no 'Survey Marks' or 'Survey Details' for the presence of Channel, Odai or Stream in the above survey number. c. In the Village Map, there no traces for the presence of water body passing through the disputed survey no.91 and its sub division.
d. From the records available in this office, it was ascertained that patta was granted in R.S.No.91 to 06 persons vide this office H.S.No.B2/34/1417 Fasali, dt. 08.01.2008 and based on the orders of the District Collector, Villupuram proceedings No.B7/23678/2007, dated 17.08.2007 under One Time Special Regularisation Scheme.
e. It is ascertained that since, 2008 no request was received from anybody to cancel the pattas issued to them.
f. Also, it is pertinent to note that due to the assignments made to the individuals, no restriction or hindrance to the public transport and no hindrance to the rain water over flow through the field.
g. In the year, 2008 classification of land from Pattai to Natham was effected by the District Collector, Villupuram based on the consent from the local body."

3. In view of the fact that the said property has already been assigned under the One Time Special Regularisation Scheme in favour of landless poor people, no further adjudication is required.
Accordingly, this writ petition stands dismissed. No costs.
