Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents herein to consider the name of the petitioner herein under the category of OBC(NCL) - PwBD in the third round or any other subsequent round of the counselling as per the NEET (UG) Schedule 2025 for the All India Quota or the Tamil Nadu Government State Quota meant for MBBS selection for the year 2025 by accepting the certificate dated 29.05.2025, given by the Government Head Quarters Hospital, Cheyyar, Tiruvannamalai, given in the favour of the petitioner and allot a first year MBBS seat in any one of the colleges of the petitioner's choice, so as to enable her to pursue her MBBS studies.

ORDER

This writ petition has been filed for direction directing the respondent to consider the petitioner's candidature under the category of

OBC(NCL) - PwBD in the third round or any other subsequent round of the counselling as per the NEET (UG) Schedule 2025 for the All India Quota or the Tamil Nadu Government State Quota meant for MBBS selection for the year 2025.

The petitioner is a handicapped person and his disability is assessed with 50% loco motor disability. After completion of his higher secondary examination, he applied in the NEET 2025 examination for MBBS Course under the category of OBC. The petitioner is qualified for MBBS and he has secured 427 marks and applied under PwBD quota. Hence, the petitioner filed the present writ petition with the above prayer. 3.

Heard the learned counsel appearing on either side and perused the materials placed before this Court. 4.

As per the proceedings, the petitioner ought to have appeared before the Rajiv Gandhi Government General Hospital, Chennai, (hereinafter referred to as "RGGH"). However, there is no proof to show that the petitioner appeared before the RGGH hospital for issuance of his disability certificate. He did not also uploaded the

disability certificate. Therefore, the candidature of the petitioner could not be considered under PwBD quota. Further, the petitioner did not even apply under the OBC PwBD quota for All India quota for MBBS selection 2025. Therefore, the direction sought for in this writ petition cannot be considered and the writ petition itself devoid of merits and is liable to be dismissed.

Accordingly, the Writ Petition stands dismissed. Consequently, connected miscellaneous petitions are closed. There shall be no order as to costs.
