Respondents Prayer : Writ Petition is filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to consider the representation made by the petitioner in the representation letter dated 18.08.2025 to accept the application for the post of Village Assistant and to 1/6

ORDER
This Writ Petition has been filed seeking a direction to the respondents to consider the representation submitted by the petitioner dated 18.08.2025.
2. Heard the learned counsel appearing on either side and perused the materials available on record.

A perusal of the representation submitted by the petitioner dated 18.08.2025 reveals that the petitioner had applied for the post of Village Assistant in Senganur Village, Nannilam Taluk, Tiruvarur District, as per the notification issued in G.O.Ms.No.97, Revenue and Disaster Management Department, dated 11.03.2024. The applications are accepted only through the official website of respective departments under the Tamil 2/6
Nadu Employment Opportunities and other schemes. However, the said guidelines have been not followed by the Department of Revenue and Disaster Management, since they are receiving applications other than through the online mode. Further, there is no clear procedure prescribed for accepting such applications, since several candidates have applied for more than one post, including posts in their own villages as well as in other areas. Therefore, the appointment to the post of Village Assistant should be made in a proper and transparent manner.

The learned Additional Government Pleader appearing for the respondents submitted that with regard to the post of Village Assistant, the Government has issued various Government orders and guidelines from time to time. As per G.O.No.574, Revenue and Disaster Management Department, dated 17.10.2020, guidelines were issued for written examination. Subsequently, G.O.No.97, Revenue and Disaster Management Department, dated 11.03.2024, was issued for filling up of vacancies existing for more than three years. Thereafter, G.O.No.266, Revenue and Disaster Management Department, dated 22.05.2025, was issued for educational qualification and transferring authority. Further, G.O.No.312, 3/6
Revenue and Disaster Management, dated 04.06.2025, was issued for revised guidelines in selection procedure and appointment of Village Assistant posts. In continuation, the letter dated 09.06.2024 of the Additional Chief Secretary/Commissioner of Revenue Administration directed all concerned authorities to follow the revised guidelines issued under the above Government orders.
5. He further submitted that the applications for the post of Village Assistant lying vacant in Nannilam Taluk, Tiruvarur District, were received from 28.07.2025 to 11.10.2025. In fact, the same procedure was followed in all nine taluks of Tiruvarur District, based on the respective vacancies. The selection process is being conducted by a three member committee headed by Revenue Divisional Oficer, Tiruvarur, and comprising the concerned Taluk Tahsildar and Special Tahsildar, as instructed by the District Collector. There is no instructions received either from the Government or from the District Administration to receive the applications through the online for the post of Village Assistant. As per G.O.No.312, Revenue and Disaster Management Department, dated 04.06.2025, only the 4/6
final selection results are to be published on the District Official website of the District. Hence, the respondents are following the procedure as laid down under the Government order and the guidelines.
6. In view of the above, the representation submitted by the petitioner cannot be considered. Thus, the writ petition is devoid of merits and is liable to be dismissed.
