ORDER

Mr.K.Surendran, learned Additional Government Pleader takes notice for the respondents. With the consent of learned counsel for the petitioner and learned Additional Government Pleader for the respondents, this writ petition is taken up for final disposal at the admission stage itself.

2. This writ petition has been filed for issuance of a writ of mandamus, directing the 4th respondent to consider the petitioner's representation dated 22.09.2025 before finalising the seniority panel list 02.09.2025 , within a time frame to be stipulated by this Court.

2. The case of the petitioner is that he was appointed as Assistant Offset Machine Technician in the year 2014 by appointment order dated 28.02.2014. He has been in the seniority for the promotion in the panel dated 02.09.2025 for the post of Offset Machine Technician and as such another panel also prepared for promotion to the Assistant Web Offset Machine Technician dated 02.09.2025 in SMA No.C4/10880/2025 for the post of Web Offset Machine Technician/Offset Machine Technician. The petitioner has been placed below the seniority of the persons who are promoted in the year 2016. Under the wrongful guidance of the 5th and 4th respondents, the panel has been prepared. The 4th respondent while issuing the panel, called for objection from the petitioner and others to give objection with regard to their seniority and grievance. On 22.09.

2025, the petitioner and others submitted their objections. The time granted for objection was 60 days which expires on 02.11.2025. In the meantime, the 4th and 5th respondents are taking serious steps to issue order of promotion very shortly. The 4th & 5th respondents have to finalise the panel only after considering the objections dated 22.09.2025, otherwise the petitioner will be put to hardship. Hence, he has approached this Court by filing this writ petition.

3. Heard the learned counsel on either side and perused the materials placed on record.

4. Learned counsel for the petitioner submitted that it would suffice, if a direction is issued by this Court to consider the petitioner's representation dated 22.09.2025, within a time frame.

5. Acceding to the aforesaid submission, learned Additional Government Pleader appearing for the respondents would submit that the 4th respondent may be directed to consider the petitioner's representation, within a stipulated time.

In view of the fair submissions made by the learned counsel on either side, this Court, without going into the merits of the case, directs the 4th respondent to consider the petitioner's representation dated 22.09.2025 on its own merits and pass orders in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order. Though the petitioner 4/6

claims to have sent a representation dated 22.09.2025 to the respondents, no acknowledgment has been enclosed along with the writ petition. Hence, the petitioner is directed to furnish a copy of the representation dated 22.09.2025 along with a copy of this order to the 4th respondent.

7. With the above directions, this writ petition stands disposed of. No costs.
