Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of Writ of Certiorarified Mandamus, calling for the records of the respondent in F.No.U.12012/109/2003 - (P-II), Government of India, Ministry of Health and FM, dated 01.09.2003, only in respect of the requirement No.4 to produce the Essentiality Certificate from
the State Government is concerned, and to quash the same and direct the respondent to process the proposal dated 27.08.2003 of the petitioner to establish "SRM Medical College and Hospital and Research Centre at S.R.M Nagar, Kattankulathur, Kanchipuram District, TamilNadu and grant permission for the academic year 2004-2005 without insisting upon Essentiality Certificate from the State Government of TamilNadu.

The learned counsel appearing for the petitioner submitted that the relief sought for in the Writ Petition has become infructuous, and he has also made an endorsement to that effect in the case bundle.
