Prayer: Writ Petition filed under 226 of the Constitution of India for issuance of Writ of Mandamus, directing the respondent to issue online / digital "Malakkuravan / Malaikkuravan Schedule Tribe community certificate to the petitioner on the basis of manual community certificate Nos. 020510 and 020508 dated 27.02.1997 issued by the respondent and in the light of the SLSC proceedings No.31917/CV-II/2004-23 dated 12.12.2014 within a stipulated time.

Challenge in this Writ Petition is to the return of the application of the petitioner for issuance of community certificate to the effect that he belongs to "Malaikkuravan", a Scheduled Tribe community.
