Mr.K.Elango, learned counsel for the petitioner submits that the petitioner has retired from service in October 2009, that he has received all the terminal benefits and that nothing survives for consideration in the writ petition filed challenging the charge-memo dated 09.12.2003. He has also made an endorsement to that effect.
