PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying to issue a writ of Certiorarified Mandamus, calling for the entire records pertaining to the selection for the post of Assistant Surgeon (General/Specialities) and the order dated 04.12.2003, and the records pertaining to the written examination wrote by the petitioner on 27.11.1999 and 28.11.1999 therefor and to quash the order dated 04.12.2003, passed by the respondent in and by his letter dated 04.12.2003, and direct the respondent to permit the petitioner for oral test for the post of Assistant Surgeon (General/Specialities) pertaining to the written examination wrote by the petitioner on 27.11.1999 and 28.11.1999 for the direct recruitment to the post of Assistant Surgeon (General/Specialities) in Tamil Nadu Medical Service Commission 1999.

The petitioner herein has challenged the records pertaining to the written examination conducted on 27.11.1999 and 28.11.1999 with a consequential prayer for a permission to attend the oral test for the post of Assistant Surgeon (General/Specialities) for the direct recruitment to the post of Assistant Surgeon in Tamil Nadu Medical Service Commission 1999 in Tamil Nadu Medical Service Commission 1999. cannot be entertained after a lapse of almost 20 years and no effective orders can be passed in the consequential prayer sought for.
