PRAYER; The writ petition has been filed under Article 226 of Constitution of India, to issue a writ of Mandamus directing the second and Third Respondents to pass an order based on in view of representation dated 03.09.2025 to remove the illegal electricity connection and electrical meter which was lined in the petitioners property comprised in Survey no 245/389 situated in Pothur village, Avadi Taluk, Thiruvallur District.

ORDER
This petition has been filed seeking a direction to the second and Third Respondents to pass an order based on in view of representation dated 03.09.2025 to remove the illegal electricity connection and electrical meter which was lined in the petitioners property comprised in Survey no 245/389 situated in Pothur village, Avadi Taluk, Thiruvallur District.
2. It is the case of the petitioner that the petitioner had purchased a land within the jurisdiction of Thiruvallur District, Avadi Taluk, Pothur Village by way of registered sale deed at comprised in S.No.245/389 Plot No.42A total extend of 1200 sq.ft. In the year 1997 and the above sale was registered before the Sub Registrar office, Redhills, Thiruvallur District as document no.4032 of 1997. The petitioner had enjoying the said land and when he came to know that the electricity meter which was fixed in the petitioner land. Thereby, the
petitioner made a representation to the respondents to remove the electricity connection and meter which was lined in the petitioner's property and the same is not considered so far. Hence, the present writ petition.
3. The learned counsel for the petitioner submitted that this Court may issue a direction to the respondents to consider the petitioner's representation and pass appropriate orders within the stipulated time as fixed by this Court.
4. The learned Standing Counsel appearing for the respondent submitted that in order to prove the title, the petitioner has not produced any documentary evidence. Without submitting the documents, he made a representation to remove the electricity connection is not sustainable.
5. Heard the learned counsel for the petitioner as well as the learned Standing Counsel appearing for the respondents and perused the materials available on record.
6. This Court perused the entire records. On perusal of the same, it is made clear that the claim made by the petitioner is disputed question of fact, which cannot be decided by this Court under Article 226 of the Constitution of India and there is an effective remedy available before the civil Court. Without approaching the civil Court, filing the present petition is not sustainable.
7. In view of the above, this Court, without rendering any opinion on the merits of the case, permits the petitioner to approach the competent civil Court to resolve the dispute and canvass all the points before it.
8. In the result, the writ petition is dismissed.
