KST claims that the entire proceedings were initiated only at his instance and therefore, he should be made a party to the writ petition. The writ petition, as pointed out above, relates to the legality of the actions initiated by the District Collector. The presence of the impleading party can neither be said to be necessary nor proper. The impleading petition is dismissed.

2. In case the petitioner is so interested, he can intervene and assist the Government Pleader at the time of final disposal. Registry shall print the name of Mr.P.Krishnan for the intervenor.
