Without expressing any opinion on merits of the writ petition, the second respondent is directed to consider the petitioners' representation dated 31.08.2025 and, after issuance of notice to the petitioners and counter parties, if there are, and giving them opportunity of personal hearing, to pass orders on merits and in accordance with law, within a period of eight weeks from the date of receipt of this order. 4.
