Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to issue "Site Visit Certificate" to the petitioner as per the application of the petitioner dated 19.12.2024 in order to submit his bids through online on or before 26.12.2024, 15.00 Hrs in Tender Notice No.S.W.D.C.No.B2/4529/2024 dated 09.12.2024 on the file of the 1st respondent in respect of work in Sl.No.8 (S.W.D.C.No.B2/4529-8/2024) and Sl.No.11 (S.W.D.C. No.B2/4529-11/2024).

ORDER

This writ petition has been filed in the nature of a mandamus seeking a direction to the 2nd respondent, the Executive Engineer, Zone-10, Greater Chennai Corporation at Kodambakkam to issue a "Site Visit Certificate" to the petitioner. The petitioner had given an application on 19.12.2024 to submit his bids through online on or before 26.12.2024, 3 p.m. in Tender Notice No.S.W.D.C.No.B2/4529/2024 dated 09.12.2024 on the file of the 1st respondent in respect of work in Sl.No.8 (S.W.D.C.No.B2/45298/2024) and Sl.No.11 (S.W.D.C. No.B2/4529-11/2024). 2.The 2nd respondent will have to issue a "Site Visit Certificate" to the petitioner. It had been issued earlier also. If the petitioner wants to participate in the tender, this is

one of the requisite document. It is complained that the 2nd respondent had not taken steps to issue the said Certificate.

3.A direction is given that on 23.12.2024 or failing which, on 24.12.2024, the 2nd respondent must do the necessary needful and after coming to subjective satisfaction, issue the "Site Visit Certificate" to the petitioner. 4.This writ petition stands disposed of with the above direction. No Costs.
