ORDER

(Order of the Court was delivered by R.SUBRAMANIAN, J.) The petitioner seeks issuance of the Community Certificate on the basis of the origin of the mother.

2. This Court had in WP No.30841 of 2002 held that Community Certificates should be issued if the mother of the applicant belongs to Puducherry. The said order has reached finality since it has been confirmed by the Hon'ble Supreme Court in Civil Appeal No.9082 of 2014. Therefore, the only exercise that is to be carried out by the Government is to ascertain the status of the mother on the basis of the documents that are placed before the Revenue Authorities and to issue certificate. 2/5

3. In the case on hand, the Birth Certificate of the mother has been produced and it shows that she was born on 07.09.1968 at Puducherry to Aroumougame and Soundaramballe, who belong to Puducherry. Hence the origin of the mother as a resident of Puducherry is confirmed.

4. Therefore, we see no impediment to grant the Mandamus as prayed for directing the respondents to issue Community Certificate to the petitioner on the basis of the origin of his mother to the effect that he belongs to Hindu Adi Dravidar Community (Schedule Caste). The Certificate shall be issued within a period of six weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
