Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the 4th respondent to consider the petitioner's representation dated 13.12.2024 and grant permission and protection for conducting Horse Cart race schedule to be held on 14.01.2025 at 9 a.m. from Namagiripettai bus stand to Mettala Anjaneyar Temple via Attur Main Road in connection with the celebration of the Tamil New Year and Pongal Festival celebrating within the time period. O R D E R
The petitioner seeks for a mandamus to dispose of the representation dated 13.12.2024 and consequently, grant permission to 2/5
conduct Horse cart race on 14.01.2025 at 09.00 am from Namagiripettai bus Stand to Mettala Anjanayer Temple.
2. A similar prayer had been made before this Court for the year 2023 and Hon'ble Mr.Justice P.Dhanabal had passed an order imposing certain conditions.
3. Mr.S.J.Md. Sathik, learned Government Advocate submits that the writ petition may be ordered on the same conditions.

In view of the above, permission is granted to the writ petitioner to run Horse Cart Race from Namagiripettai bus Stand to Mettala Anjanayer Temple via Attur Main Road on the following conditions: (a) The Horse Cart Race be held on 14.01.2025 in the aforesaid permitted routes viz., Attur to Rasipuram Main Road, Namagiripettai to Koraiyaru;
(b) There shall not be any betting or intoxication of horses; and (c) If there is any violation of any one of the conditions imposed above, the concerned police officer is at liberty to take necessary action, as per law and stop the horse cart race forthwith.
