O R D E R

(Order of the Court was made by R.SURESH KUMAR, J.) The delay is only 99 days for which administrative reason though has been stated by the learned Special Government Pleader appearing for the petitioners, Mr.M.Vijayakumar, learned counsel appearing for the first respondent wants to file a formal counter. Normally, this kind of short delay of about three months would be condoned even on administrative grounds. Despite that the learned counsel for the first respondent wants to file formal counter, even if he is permitted to file formal counter, that would not serve any useful purpose except to keep the petition pending, by thus, unnecessary delay would further be caused, therefore, the said request made by the learned counsel for the first respondent is rejected and this petition is ordered and the delay is condoned.
