The matter is today listed under the caption 'for reporting compliance'.

2.This Court while disposing the writ petition on 17.10.2025, issued direction to the respondents 2 and 3 to complete the road laying work in T.S.No.112 which provides access to the petitioner's property in T.S.No.114 and file a report before this Court on or before 31.10.2025.

3.In the meantime, the learned counsel appearing for the petitioner mentioned before this Court on 22.10.2025 that in the very same property, Avadi Municipality installed a pole on centre of the road 2/5

preventing the ingress and egress to the property of the petitioner. Hence the matter was listed on 23.10.2025 and in the forenoon of 23.10.2025, this Court issued a direction to the second respondent, namely, the Commissioner, Avadi Corporation to appear before this Court at 2.15 p.m. on 23.10.2025 and pursuant to the direction issued by this Court, R.Saranya, who is the Commissioner of Avadi City Municipal Corporation, appeared before this Court and submitted that without her knowledge, the fourth respondent, namely, Jebakumar, installed the pole and claimed that the property belonged to him and further submitted that in this regard, the Assistant Engineer has given a complaint to Avadi Police Station on 23.10.2025 and the pole has also been removed and she assured that the road will be laid on or before 30.10.2025. Hence, the matter was directed to be listed on 31.10.2025. On 31.10.2025, the matter was adjourned to 06.11.2025 so as to enable the private respondent to file counter and hence the matter is listed today.

4.The respondents 2 and 3 have filed counter affidavit dated 30.10.2025, wherein, it is stated that 'pursuant to the Hon'ble Court Order dated 17.10.2025, the road laying work in Jyothi Nagar, T.S.No.114/3, Ward No.33, Block No.113, Thirumullaivoyal, has been 3/5

completed on 24.10.2025, and photographs evidencing the completed road are enclosed herewith.'

5.In view of the above, no further adjudication or order is necessary. However, if the fourth respondent claim that the property belongs to him, liberty is granted to the fourth respondent to work out the remedy before the competent civil Court, in which, the petitioner is also entitled to agitate the issue.
