notice on behalf of the respondents. In view of the consent expressed by the parties, this writ petition is taken up for final disposal at the stage of admission itself.
3. The case of the petitioner is that he is a Class 1A Contractor registered with the Government of Tamil Nadu with the monetary limit upto 25 crores and above and he is the only registered contractor with the Fisheries and Fishermen Welfare Department. Whileso, the 3rd respondent issued a re-tender notice dated 15.09.2025 inviting e-tender applications for the work of Construction of Shore Protection at Velankanni village, Nagapattinam District. In order to participate in the above tender, the petitioner has sent a communication dated 23.09.2025 to the 4th respondent for issuance of Site Visit Certificate and Tools and Plants Verification Certificate. In this regard, he has also sent communications dated 30.09.2025 and 08.10.2025 respectively to the respondents 1 to 3. However, the said certificates were not issued to the petitioner. Since the last date for submission of the tender application is on 08.10.2025, the petitioner has submitted his tender application along with tender qualification documents except the above said two certificates on Page No.3 of 6
08.10.2025. Hence, the petitioner has filed these writ petitions before this Court for appropriate directions.
4. Heard the learned counsel appearing for the parties and also perused the materials available on record.

Admittedly, the last date for submission of the tender application is on 08.10.2025 and the petitioner has sent communication to the respondents for issuance of the Site Visit Certificate and Tools and Plants Verification Certificate on 23.09.2024. It is equally an undisputed fact that the petitioner has submitted his applications on the last day for submission of the tender application i.e., on 08.10.2025. Further, it is seen that though the last date for submission of the tender application is on 08.10.2025, the petitioner has filed these writ petitions seeking direction upon the respondents for issuance of the above said certificates only on 13.10.2025, which is per se unsustainable. Hence, the prayer sought for by the petitioner in these writ petitions cannot be granted and these writ petitions are liable to be dismissed.

6. Accordingly, these Writ Petitions are dismissed. No costs.
