No.27/2025-2026/HDO, dated 29.08.2025 of the 1st respondent herein in respect of the works of Widening from Two Lane with Paved Shoulders and Strengthening at Km o/o - 1⁄2 of Bargur - Thirupathur Road including CD works at Km 0/2, 0/4 & 0/6 (SLM 76) without issuing the certificates to the petitioner and receiving the bids of the petitioner. Prayer in W.P. No.39024 of 2025: Writ Petition filed under Article 226 of the No.28/2025-2026/HDO, dated 30.08.2025 of the 1st respondent herein in respect of the work of Strengthening at Km 0/0 - 4/0 - Bargur - Jegadevi Road (SLM 79), without issuing the certificates to the petitioner and receiving the bids of the petitioner.

These writ petitions have been filed seeking a direction to forbear the 1st respondent from opening the respective tender documents, details of which are averred in the writ petitions in respect of tender notices, issued by the 1st respondent on various dates for the work of Widening / Strengthening and Construction of Protective Works to Government Roads / lanes, without issuing the certificates to the petitioners and receiving the bids of the petitioners.

Learned counsel for the petitioners submitted that the petitioners are registered contractors with the respondents and intended to participate in the etender and submission of tender closes by 22.10.2025 upto 17.45 hours, for which, the petitioners have to produce Work Site Inspection Certificates and Working Condition of the Plants & Machineries Certificate. He further submitted that the respondents refused to receive the petitioners' applications for issuance of the aforesaid certificates. Hence, these writ petitions have been filed.
4. The learned Additional Advocate General fairly submits that the petitioners will be issued separate certificates on or before 17.10.2025 before 5.00 p.m.
