C O M M O N O R D E R W.P.No.39142 of 2025 has been filed to forbear the first respondent from opening the tender documents in respect of tender notice No.42/2025-2026/HDO dated 19.09.2025 of the first respondent herein in respect of the work of Widening from Intermediate Lane to Two Lane at Km 22/6 23/700 and Strengthening at Km 22/4-25/6 of Mookanur-Harur Road Reconstruction of Culvert at Km 23/8 (i) (SLM 104), without issuing the certificates to the petitioner and receiving the bids of the petitioner.

W.P.No.39148 of 2025 has been filed to forbear the first respondent from opening the tender documents in respect of tender notice No.33/2025-2026/HDO dated 08.09.2025 of the first respondent herein in respect of the work of Strengthening at Km 4/6 - 8/6 of MadepalliKonegoundanoor - Naralapalli Road (SLM 87), without issuing the certificates to the petitioner and receiving the bids of the petitioner.

W.P.No.39152 of 2025 has been filed to forbear the first respondent from opening the tender documents in respect of tender notice No.49/2025-2026/HDO dated 29.09.2025 of the first respondent herein in respect of the work of widening, Strengthening, improvements to Riding Quality and Construction of Protective Works to Government Roads in Pappireddipatti (H) (C&M) Sub Division (SLM 127), without issuing the certificates to the petitioner and receiving the bids of the petitioner.

4. W.P.No.39168 of 2025 has been filed to forbear the first respondent from opening the tender documents in respect of tender notice No.29/2025-2026/HDO dated 02.09.2025 of the first respondent herein in respect of the work of Widening from Two Lane to Two Lane with Paved Shoulders and Strengthening at Km 1/2-2/4 of Bargur-Thirupathur Road including CD works at Km 1/6, 1/8 & 2/2 (SLM 81), without issuing the certificates to the petitioner and receiving the bids of the petitioner.

5. W.P.No.39172 of 2025 has been filed to forbear the first respondent from opening the tender documents in respect of tender notice No.43/2025-2026/HDO dated 22.09.2025 of the first respondent herein in respect of the work of Strengthening and Construction of Protective Works to Government Roads in Harur (H) (C&M) Sub Division (SLM 106), without issuing the certificates to the petitioner and receiving the bids of the petitioner.

The learned counsel appearing for the petitioner would submit that the petitioner participated in E-Tender Notifications issued by the first respondent, for which, the petitioner has to file necessary application for issuance of Work Site Inspection Certificate and working condition of the plants and machineries Certificate and therefore, the petitioner has made representations before the respondents for issuance of the above Certificates, however, no action has been taken. Hence, these Writ Petitions have been filed.

7. The learned Special Government Pleader appearing for the respondents would submit that all the aforesaid Certificates will be issued to the petitioner on or before 17.10.2025.

8. Recording the submission made by the learned Special Government Pleader appearing for the respondents, these Writ Petitions are disposed of directing the respondents to issue the aforesaid Certificates to the petitioner on or before 17.10.2025. There shall be no order as to costs. Connected miscellaneous petitions are closed. 15.10.2025 NCC: Yes / No Index : Yes / No Speaking Order : Yes / No ssb Note: Issue order copy by 16.10.2025.
