Respondents Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus directing the respondents of the Union Territory Administration to effectively implement the Excise laws in the Union Territory of Puducherry by ensuring the operation of liquor vending outlets/bars/pubs/Resto Bars within the permissible hours of operation and to take immediate steps to cancel/revoke the licenses granted to those liquor vending outlets/bars/pubs/Resto Bars operating within the prohibited distance from the religious and educational institutions and from those which are located in the thickly populated areas and to take stringent and effective actions in prosecuting the Criminal cases arising out of an in connection of use of liquor and thereby maintaining the law and order in the interest of General public of Union Territory of Puducherry. ORDER
(Order of the Court was made by the Hon'ble Chief Justice) This Public Interest Litigation has been filed alleging that certain liquor shops are operating beyond business hours and also that certain shops have been established in the prohibited area.
2. After going through the contents of the petition and the documents annexed herewith, we do not find that there are any specific materials placed before this Court in that regard.
3. Be that as it may, since complaints have been made, all those complaints, if given with specific details, should be enquired into by the authorities. We also take into consideration that after filing of this petition, the Government has issued a circular on 25.11.2025 directing strict adherence to the conditions, which include the operation and location, both.
