ORDER
This Writ Petition has been filed by the petitioner seeking for a Writ of Mandamus, to direct the respondents 1 to 3 to consider the representation of the petitioner dated 06.10.2025 and consequently, to restrain the respondents from permitting or allowing construction of any Culvert/Minor bridge over S.No.259/1, Nathamkariyachery Village, Thirukazhukundram Taluk, Chengalpattu District and restore the waterbody to its natural course.
2. Since no adverse order is being passed against the 4th respondent, notice to the 4th respondent is dispensed with.
3. Mr.M.Rajendiran, learned Additional Government Pleader, Page No.2 of 6
accepts notice on behalf of the respondents 1 to 3. In view of the consent expressed by the parties, this writ petition is taken up for final disposal at the stage of admission itself.
4. The case of the petitioner is that he is owner of the land adjacent to S.No.259/1 and the said land is classified as odai, in which the 4th respondent without any authority proposed to construct a minor bridge/culvert. Aggrieved by the same, the petitioner has made a representations dated 30.09.2025 and 06.10.2025 to the official respondents to stop the construction of the culvert immediately. Since the same was not considered, the petitioner has filed this writ petition before this Court for appropriate orders.
5. Though very many grounds have been raised in this writ petition, learned counsel appearing for the petitioner submits that, it would suffice, if this Court issues a direction to the 2nd respondent to consider and dispose of the petitioner's representation dated 06.10.2025, on merits and in accordance with law, within a time frame that may be fixed by this Court.

In view of the limited request sought for by the learned counsel appearing for the petitioner, this Court, without expressing any opinion on the merits of the case, directs the 2nd respondent to consider the petitioner's representation dated 06.10.2025, on merits and in accordance with law and pass appropriate orders, within a period of four (4) weeks from the date of receipt of a copy of this order, after affording an opportunity of personal hearing to the petitioner and the 4th respondent herein.
