Without expressing any opinion on merits of the writ petition, the fifth respondent is directed to consider the representation of the petitioner dated 20.03.2025 and pass orders on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order.

3. With the above directions, this writ petition is disposed of. There shall be no order as to costs.
