[R4 suo motu impleaded as per order of this Court dated 06.11.2025] Respondents Writ Petition filed under Article 226 of the Constitution of India seeking issuance of a Writ of Mandamus directing the respondents to consider and pass appropriate orders on the petitioner's representation dated 15.09.2025 seeking rectification of the patta classification in respect of the petitioner's property situated at Thiruvallur District, previously Sriperumbudur Taluk and presently Poonamallee Taluk, bearing Door No.4/20 Survey No.75/1A New Survey No.75/1A9 measuring an extent of 6.81 cents or 2.7 ares within a stipulated time period as may be fixed by this Court.

ORDER
The District Revenue Officer, Thiruvallur, is suo motu added as the fourth respondent in this Writ Petition. Mr.C.Jayaprakash, learned Government Advocate, takes notice for the impleaded fourth respondent.
2. This writ petition has been filed seeking issuance of a writ of mandamus directing the respondents to consider the representation made by the petitioner on 15.09.2025 wherein the petitioner is seeking rectification of the patta classification with respect to the subject property.
3. Heard Mr.G.Mohanakrishnan, learned counsel for petitioner and Mr.C.Jayaprakash, learned Government Advocate appearing for respondents.
4. The case of the petitioner is that the property was acquired by the petitioner through a settlement deed dated 31.01.2022 registered as document No.1921/2022. The petitioner is tracing title from the sale deed of his mother dated 10.02.1987 registered as document No.850/1987. The 2/4
petitioner found that the patta has been classified as 'Natham Patta - Ryotwari Manai' instead of 'Normal Patta - Ryotwari Manai'. In view of this wrong classification, the petitioner was not able to get any building approval. Under such circumstances, the petitioner submitted a representation dated 15.09.2025 to respondents 1 to 3 seeking correction of the classification. Since the same was not acted upon, the present writ petition has been filed.

Learned Government Advocate, on instructions, submitted that insofar as the correction of the classification is concerned, it is only the District Revenue Officer, who has the power and jurisdiction to deal with the same. In view of the said submission, the District Revenue Officer, Thiruvallur District, was suo motu added as the fourth respondent in this writ petition.
6. In view of the above, there shall be a direction to the petitioner to submit a fresh representation to the fourth respondent/District Revenue Officer, Thiruvallur District, along with all N.ANAND VENKATESH, J.

relevant documents and also a copy of this order. On receipt of the same, the fourth respondent shall deal with the representation on its own merits and in accordance with law and take a decision within a period of eight
(8) weeks from the date of receipt of fresh representation from the petitioner.
This writ petition is disposed of with the above direction. No costs.
