O R D E R

This writ petition has been filed to call for the records of the respondent in RFL/Thirukovilur/169/2025 dated 15.10.2025 quash the same and consequently direct the respondent to take on file the registration for the sale deed dated 13.10.2025 in Old Survey No.252/1 and New Survey No.252/1A1 situated T.Keeranur Village submitted by the petitioners and register the same.

2. Mr.U.Baranidharan, learned Special Government Pleader takes notice on behalf of the respondent. By consent of both the parties, this writ petition is taken up for final disposal at the time of admission itself.

Learned counsel for the petitioner submitted that Punjai land bearing Old Survey No.252/1 and New Survey No.252/1A1, to an extent of 0.03 cent (121.56 square metre) situated at Melthotti, T.Keeranur Panchayath, Thirukoilur Taluk, Kallakurichi District belongs to one Mrs.K.Ranganayaki, who later changed her name to Mrs.R.Janaki. When she intend to sell the said property to the petitioner, a sale deed was presented before the respondent for registration, the respondent

refused to register the same and issued a refusal check slip dated 15.10.2025 directing the petitioner to file a proof to show that Mrs.K.Ranganayaki and Mrs.R.Janaki are one and the same. Challenging the said refusal check slip, the petitioner has come forward with the present writ petition.

4. Heard the learned counsel on either side and perused the materials available on record.

5. In the present case, the petitioner is a purchaser and presented the sale deed before the respondent for registration along with the seller. According to the petitioner, due to some family dispute, the said Mrs.K.Ranganayaki got a mutual divorce and remarried one Mr.Ramesh. Hence, she changed her name as Mrs.R.Janaki. Moreover, the petitioner says that he is ready to face all the consequences, in the event there is any issue arises in the future. Though the aforesaid Mrs.K.Ranganayaki has changed her name, no proof has been shown. Thus, this Court also is unable to comprehend, what prevents Mrs.R.Janaki from effecting name change by way of Gazette Publication and even now, she can effect the name change and after filing the name change, the petitioner, being the

purchaser of the subject property can very well present the document for the purpose of registration.

6. In view of the above foregoing reasons, I do not find any serious default on the decision making process of the respondent in rejecting the registration of sale deed and this writ petition is liable to be dismissed on devoid of merits.
