Respondents PRAYER: This writ petition is filed under Article 226 of Constitution of India, to issue a Writ of Mandamus, directing the respondents to correct the survey number from Survey No.250/2 to Survey No.249 in Application No.369031958 (DAP No.30), and direct the respondents to process and grant the agricultural electricity service connection to the Bore Well (Aalgulai) located in Survey No.249 based on the Eligibility Certificate dated 24.02.2022 and supporting documents submitted by the petitioner under priority category.

O R D E R
This writ petition has been filed, directing the respondents to correct the survey number from Survey No.250/2 to Survey No.249 in Application No.369031958 (DAP No.30), and direct the respondents to process and grant the agricultural electricity service connection to the Bore Well (Aalgulai) located in Survey No.249 based on the Eligibility Certificate dated 24.02.2022 and supporting documents submitted by the petitioner under priority category.

The case of the petitioner is that he is the absolute owner and cultivator of agricultural land bearing Survey Nos.249 and 250/2 in Panakahalli Village, Talavady Taluk, Erode District, having purchased the same under a registered sale deed dated 11.05.1998. He applied for an agricultural bore-well electricity connection on 03.02.2007 before the 2nd respondent. Subsequently, an Eligibility Certificate dated 24.02.2022 was issued by the 2nd respondent, directing the petitioner to submit proof of ownership of the bore-well and the land mentioned in his application, including the current survey field numbers, and to obtain a location map of the land where the open well or bore-well is situated from the Village Administrative Officer. Thereafter, the petitioner
approached the Village Administrative Officer for confirmation. Upon detailed land inspection and survey, it was conclusively found and recorded that the Aalgulai bore-well is located within Survey No. 249, and that Survey No. 250/2 does not contain any bore-well. At the time of the petitioner's application in 2007, agricultural operations were ongoing, and due to inadvertent human error, the well was mistakenly recorded as being located in Survey No. 250/2 instead of its actual location in Survey No. 249. Thereafter, the petitioner submitted all relevant supporting documents including the corrected survey findings and a new application before the 3rd respondent , but they refused to collect his application. Despite repeated representations dated 23.02.2024 and 23.10.2024, no action has been taken by the respondents.
The petitioner sent a representation dated 28.10.2024 to the Electricity Consumer Grievances Redressal Forum to rectify and correct the survey number changes, but no action has been taken by the forum. Therefore, the petitioner made a representation on 27.12.2023. However, no order was passed till date. Hence the present writ petition has been filed.
3. The learned counsel for the petitioner would submit that it would suffice, if a direction is issued to the respondents to consider the petitioner's representation dated 27.12.2023, within a reasonable time.

The learned standing counsel appearing for the respondents would submit that the 2nd respondent will consider the petitioner's representation and pass appropriate orders within a reasonable time as fixed by this Court. 5.Considering the limited request made by the learned counsel for the petitioner, this Court, without going into the merits of the case, directs the 2nd respondent to consider the petitioner's representation dated 27.12.2023 and pass appropriate orders on merits and in accordance with law, within a period of four
(4) weeks from the date of receipt of a copy of this order,
