Respondents Prayer : Writ Petition filed under Article 226 of Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus, calling for the records of the third respondent pertaining to the proceedings made in G.D.C.No.E4/17731/2024 dated 23.05.2025 and quash the same, consequently directing the respondents to reserve a post of Assistant Engineer (Electrical) for the petitioner.

For Petitioner : Mr.K.N.Nataraaj For R1 : Mr.C.Selvaraj Additional Government Pleader For R2 and R3 : Mrs.P.T.Ramadevi Standing Counsel O RDER This Writ Petition has been filed challenging the order passed by the third respondent dated 23.05.2025, thereby rejecting the request made by the petitioner seeking to reserve a post of Assistant Engineer (Electrical) for the petitioner.

2. Heard the learned counsel on either side and perused the materials available on record.

3. The petitioner was appointed in the basic level post on compassionate ground, under the third respondent, though he is qualified with Computer Science Engineering. Subsequently, he is eligible to be appointed as Assistant Engineer (Electrical) from the panel year 2022-2023. Since no panel was prepared, he was not considered for promotion to the post of Assistant Engineer. Subsequently, as per the circular, final panel was prepared on 19.02.2024 for the promotion to the post of Assistant Engineer. There were 7 vacancies in the post of Assistant Engineer (Electrical) and they were promoted.

4. However, the serial number of the petitioner was 11 and as such, he was not promoted to the post of Assistant Engineer (Electrical). Therefore, the petitioner made a request to consider the case of the petitioner for promotion to the post of Assistant Engineer. However, it was rejected, on the ground that there were only two vacancies available in the post of Assistant Engineer (Electrical) and both the vacancies were allotted for direct recruitment for the panel year 2024-2025.

5. In view of the above, the representation submitted by the petitioner was rightly rejected. However, the respondents are directed to consider the case of the petitioner for promotion to the post of Assistant Engineer (Electrical) in the arising future vacancy.

6. With the above directions, this writ petition stands disposed of. No costs.
