Without expressing any opinion on merits of the writ petition, the second respondent is directed to consider the appeal of the petitioner dated 07.02.2025 and, after issuance of notice to the petitioner and counter parties, if any and giving them personal opportunity of hearing, to pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order. 2/4
