ORDER

This Writ Petition has been filed by the petitioner seeking for a Writ of Certiorarified Mandamus, to call for the records of the impugned order dated 01.09.2025 made in Che.Mu.Aa.No.B7/10125583/2025 passed by the 1st respondent and quash the same, consequently, to direct the respondents 1 and 2 to approve the transfer of LCO ID - 26683 in the name of the petitioner based on the Recommendations of the 3rd Respondent's proceedings in Na.Ka.No.18/2025/TACTV-KPM dated 01.04.2025 and 21.05.2025 respectively and also approve New LCO connections based on the application dated 18.09.2025 in TACTV Receipt No.LCOAPPR1639.

2. Mr.David Sundar Singh, learned counsel, accepts notice on behalf of the respondents. In view of the consent expressed by the parties, this writ petition is taken up for final disposal at the stage of admission itself.

The case of the petitioner is that he is a registered Cable TV Operator in the name and style of "Brother's Cable Network" and having License for the same in Ram Nagar and MG Nagar, Urapakkam Area, Chengalpattu District. Originally, 11 cable operators have been operating in Urapakkam area under the control of respondent-corporation, now, only three operators are running their cable services. One of the operators, viz., T.Balachandran has decided to transfer all his cable connections in the name of the petitioner and therefore, he has entered an agreement for transfer of LCO ID - 26683 in his name from the said Balachandran. Thereafter, the petitioner has made applications to the respondents for approving the transfer of LCO ID - 26683 in his name from the name of Balachandran.

The 3rd respondent has conducted a detailed enquiry based on the application and recommended to the 1st respondent for approval of transfer vide proceedings dated 01.04.2025 and 21.05.2025. Since the same was not considered by the 1st respondent, the petitioner has filed a writ petition before this Court in W.P.No.27737 of 2025 and this Court, vide order, dated 25.07.2025, disposed of the writ petition, directing the 1st respondent to act upon the recommendations made by the 3rd respondent and take a decision within a period of four Page No.

weeks from the date of receipt of a copy of the order. However, without properly considering the recommendations made by the 3rd respondent, the 1st respondent has passed the impugned rejection order, dated 01.09.2025. Challenging the same, the petitioner has filed this writ petition before this Court.

Though very many grounds have been raised in this writ petition, the learned counsel appearing for the petitioner submits that, it would suffice, if this Court issues a direction to the 1st respondent to consider the petitioner's application dated 18.09.2025 seeking new LC approval, and pass appropriate orders, within a time frame that may be fixed by this Court.

In view of the limited request sought for by the learned counsel appearing for the petitioner, this Court, without interfering with the impugned order, directs the 1st respondent to dispose of the application filed by the petitioner dated 18.09.2025, on merits and in accordance with law, within a period of four (4) weeks from the date of receipt of a copy of this order, after affording an opportunity of personal hearing to the petitioner and the said Balachandran.

6. With the above direction, this Writ Petition is disposed of. No costs.
