During the earlier hearing on 08.01.2026, the statement made by Mr.S.Silambannan, learned Senior Counsel, who appeared for Ms.Shaila Banu, was that if the petitioner approaches the respondents for a Site Visit Certificate, they would grant permission and also enable its authorized representative to do the site visit and thereafter, issue a certificate.

2. Mr.Mugunthan states that this portion of the exercise has been completed. A representative of the petitioner had visited the site along with the TWAD Board Officials and they have also issued a Site Visit Certificate. 3.He fears that he might not be permitted to participate in the tender. This fear is absolutely unfounded. This is because on the instructions from Ms.Shaila Banu, the learned Senior Counsel has stated that once the Site Visit Certificate is issued, the petitioner is entitled to participate in the tender. The said statement is reiterated by Ms.Shaila Banu today.

4. Hence, the writ petition is disposed permitting the petitioner to produce the Site Visit Certificate issued to it before the 4th respondent. The 4th respondent shall ensure that the petitioner participates in the tender. No costs. 12-01-2026 Index: Yes/No Speaking/Non-speaking order Maya To
