PRAYER directing the respondents to remove the classification of the Acre 0.45 cents land in Survey No.222/2 and acre 0.55 cents land in Survey No.222/4 part totaling upto Acre 1.00 cents situated at Satharai village, Tiruvallur taluk, Perambakkam Firka, Tiruvallur District as Anadheenam and enter the petitioners principals name in the Revenue records, based on the petitioners representation dated 11.09.2025 after conducting due enquiry within the time frame to be fixed by this Honourable Court.

ORDER

Since the District Revenue Officer, Thiruvallur District, who is the competent authority, is not a party respondent in this writ petition, the District Revenue Officer, Thiruvallur District is suo motu impleaded as a party fifth respondent in this writ petition. Registry is directed to carry out the necessary amendment accordingly.

2.This writ petition has been filed for a mandamus seeking for a direction to the respondents to change the classification of the property, morefully described in the prayer to this writ petition from Annadheenam land to patta land in the name of the petitioner.

3.The petitioner had submitted a representation on 11.09.2025 for the aforesaid purpose. Since the said representation has not been considered, the petitioner has filed this writ petition.

4.Mr.D.Ravichander, learned Special Government Pleader accepts notice on behalf of the respondents. He would submit that summons has been issued to the petitioner for the petitioner's appearance to hold an enquiry on the petitioner's representation dated 11.09.2025 stated supra. 5.No prejudice would be caused to the respondents if the petitioner's representation dated 11.09.2025 seeking for change of classification of the property, morefully described in the prayer to this writ petition and for issuance of patta in favour of the petitioner is considered, on merits and in accordance with law, after hearing the objections of the neighbouring land owners if any and any other third party whom the fifth respondent deems fit to enquire, within a time frame to be fixed by this Court.

6.This Court is not expressing any opinion on the merits of the petitioner's representation.

7.For the foregoing reasons, this writ petition is disposed of by directing the fifth respondent (newly impleaded) to pass final orders, on merits and in accordance with law on the petitioner's representation dated 11.09.2025 seeking for change of classification of the property, morefully described in the prayer to this writ petition from Annadheenam land to patta land standing in the name of the petitioner, after hearing the objections of the neighbouring land owners if any and any other third party whom the fifth respondent deems fit to enquire, within a period of 12 weeks from the date of receipt of a copy of this order. No costs.
