rkm The petitioner has filed this application seeking to order substituted service on the respondents 4, 9, 13 to 18 and 20.

2. According to the petitioner, although they have taken several steps to serve notice on the respondents 4, 9, 13 to 18 and 20, they have been evading to receive the notice. Therefore, it is pleaded, since they are purposefully evading to receive the notice, substituted service through paper publication may be ordered on them.

3. Considering the facts and circumstances of the case, the petitioner is permitted to effect substituted service on the respondents 4, 9 and 13 to 18 by effecting paper publication in "Makkal Kural, Chennai edition" for the hearing on 10.12.2025. Since respondent No.20 is a government department, substituted service is unnecessary. The petitioner's counsel is permitted to serve notice on the Government Pleader so as to enable him to appear for respondent No.20 on the next hearing date. Accordingly, this petition is allowed.

Post the matter on 10.12.2025.
