Prayer : Writ Petition filed under Article 226 of Constitution of India praying for the issuance of a Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 03.10.2025 and to permit the petitioner to participate in the interview and final selection process for appointment to the post of Driver-cum-conductor in the Metropolitan Transport Corporation (Chennai) Ltd, and consequently direct the respondents to treat the petitioner's first Aid certificate (No.TFR2424TJ2201)issued by the Tamil Nadu Apex Skill

Development Centre for Health care (TNASDCH) as valid and genuine, the markings thereon being official attestations of authenticity. For Petitioner : Mr.Goverthan for Mr.S.Sivaskandavaraman For R1 : Mr.C.Gauthamraj For R2 and R3 : Mr.J.Ravindran Additional Advocate General for Mr.R.Balaji Standing Counsel O RDER This Writ Petition has been filed for direction directing the respondents to consider the representation submitted by the petitioner to permit the petitioner to participate in the interview and final selection process for appointment to the post of Driver-cum-Conductor in the respondent Corporation.

2. Heard the learned counsel on either side and perused the materials available on record.

3. The petitioner is qualified for the post of Driver-cum-Conductor as per the recruitment notification issued by the respondents. The petitioner possesses a valid Heavy Vehicle Driving License and Conductor License issued by the competent authorities. The petitioner applied for the said post and attended the certificate verification. However, the petitioner's candidature was orally rejected

for the post of Driver-cum-Conductor on the ground that the petitioner's First Aid, CPR and AED basic course certificate was not genuine. On verification of the said certificate issued by the Tamil Nadu Apex Skill Development Centre for Healthcare, it was found that there is a QR code provided for verification and the said certificate forms part of the Conductor's license.

4. On verification of the Conductor's License, the First Aid Certificate Number is referred as TFR242TJ22, whereas in the certificate, it is referred as TFR242TJ2201. Normally, while filling up a digitalized application, if there is a limitation in the number of columns, the entire number cannot be entered. Likewise, in the Conductor's license form CL, First Aid Certificate Number has been entered as TFR242TJ22 and the last two digits '01' are missing. Therefore, the respondents concluded that the First Aid, CPR and AED basic course certificate was not genuine and orally rejected the petitioner's candidature from the selection process. However, the certificate issued by the Tamil Nadu Apex Skill Development Centre for Healthcare, contains a QR code for verification. This Court verified the certificate using the QR code and found that the petitioner was issued the First Aid, CPR and AED basic course certificate by the Tamil Nadu Apex Skill Development Centre for Healthcare on 12.08.2024. Therefore,

the certificate is genuine and the petitioner's candidature can be duly considered for the post of Driver-cum-Conductor.

5. In view of the above, the respondents are directed to consider the candidature of the petitioner and permit him to participate in the interview and final selection process, if the petitioner is otherwise eligible, forthwith.

6. Accordingly, this writ petition stands allowed. Consequently, connected Miscellaneous petition is closed. No costs.
