3.Without expressing any opinion on the merits of the writ petition, the first respondent is directed to consider and dispose of the appeal dated 11.04.2025 filed by the petitioner, after affording an opportunity of hearing to the petitioner, on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order. 4.With the above direction, this Writ Petition stands disposed of. There shall be no order as to costs.
