PRAYER Writ Petition filed under Article 226 of the Constitution of India to issue a writ of mandamus directing the respondents 2,3 and 6 to provide police protection to the petitioner for the purpose of fencing the petitioners land comprised in Ayan PUnja Survey No.350/4, Kottakkuppam Village, Kottakuppam, Vanur Taluk, Villupuram District Forming of Patta No.6866 and as per S.No.250/10 located within the Sub Registration District of Vanur in the presence of respondents 1,4 and 5 by considering the representation dated 22.09.2025 and registration district of Tindivanam For Petitioner(s):

ORDER

This writ petition has been filed seeking a direction to respondents 2, 3 and 6 to provide police protection to the petitioner for the purpose of fencing the petitioner's land comprised in Ayan Punja Survey No.350/4, Kottakkuppam Village, Vanur Taluk, Villupuram District, covered under Patta No.6866 and corresponding Survey No.250/10, situated within the Sub-Registration District of Vanur and Registration District of Tindivanam, by considering the petitioner's representation dated 22.09.2025, in the presence of respondents 1, 4 and 5.

2. Heard the learned counsel appearing for the petitioner and the learned Government Advocate appearing for the official respondents.

3. It is seen that the petitioner had earlier approached this Court by filing W.P.No.14163 of 2025 and this Court, by order dated 22.04.2025, issued the following directions:

Taking into consideration the facts and circumstances of the case and the materials placed before this Court, there shall be a direction to the respondents 2 and 3 to act upon the online application submitted by the petitioner on 10.02.2025 and conduct the survey in the subject property based on the title document and the patta that stands in the name of the petitioner's father. This process shall be completed within a period of four (4) weeks from the date of receipt of a copy of this order. If there are any other interested parties, such survey shall be conducted in their presence. Ultimately, if the survey is conducted and the boundaries are demarcated, the petitioner can proceed to fence the property. In the said process, if any police protection is required, the same shall be provided by the fourth respondent.

4. According to the petitioner, the above directions have not been complied with till date. Instead of initiating contempt proceedings alleging non-compliance of the said order, the petitioner has once again approached this Court stating that certain elements are obstructing the survey process.

5. In view of the above, respondents 4 and 5 are directed to ensure compliance with the directions issued by this Court in W.P.No.14163 of 2025 dated 22.04.2025. The said exercise shall be completed within a period of two weeks from the date of receipt of a copy of this order.
