This writ petition has been filed for challenging the order dated 09.09.2025 passed by the second respondent thereby rejected the request made by the petitioner seeking conversion/transfer from his existing Tamil Nadu Special Police to Taluk Police Establishment. 2.
The petitioner was initially recruited to the post of Police Constable Grade II on 01.12.2023 in the Tamil Nadu Special Police category. Subsequently, he was promoted to the post of Havildar on 21.06.2006. While being so, he was made a part of the Special Team constituted during the year 2013 for nabbing the Muslim Fundamentalists namely Police Fukrudin, Bilal Malik and Panna Ismail and their gang. They had arrested the criminals and as such those who were in the part of the Special Team were granted accelerated promotion, by the Government Order in G.O.Ms.820 Home (Police.1A) Department dated 08.10.2023. Accordingly, the petitioner was promoted to the post of Sub Inspector of Police in the Tamil Nadu Special Police category on 12.10.2013. Thereafter, the petitioner submitted request
seeking conversion from the Tamil Nadu Special Police to Taluk Police category. Since it was rejected, the petitioner filed the present Writ Petition. 3.
Heard, the learned counsel appearing appearing on either side and perused the materials placed before this Court. 4.
On perusal of the impugned order, it is revealed that the request of the petitioner was rejected on various grounds. Though the grounds stated in the impugned order in respect of the age alone is concerned, it could be relaxed, the other categories are concerned, the petitioner did not fulfil the same, such as training and study of various papers including 16 heads of subjects to appoint as the Sub Inspector of Police in the Taluk Police category.

Admittedly, the petitioner was recruited as Police Constable Grade II under the Tamil Nadu Special Police and promoted to the post of Havildar. The petitioner is now working as Sub Inspector of Police under the Tamil Nadu Special Police. He can draw salary on par with other categorised Sub Inspector of Police. However, he cannot be permitted to convert or transfer to Taluk Police category, which deals with the law and order, without
undergoing any training and without studying the required papers. Therefore, the request made by the petitioner was rightly rejected by the second respondent and this Court finds no infirmity or illegality in the impugned order and the Writ Petition is devoid of merits and is liable to be dismissed. 6.
Accordingly, the Writ Petition stands dismissed. Consequently, connected miscellaneous petition is closed. There shall be no order as to costs.
