ORDER

(Order of the Court was made by the Hon'ble Chief Justice) Heard on the application seeking extension of time for submitting draft SOP/guidelines in the matter of organizing meetings, rallies/roadshows by political parties and other organizations.

2. Learned Additional Advocate General would submit that all party meeting was organized so as to invite their suggestions on or before 10th November, 2025 and, consequent thereto, inputs/ suggestions have been made. He would further submit that those

parties, who are though registered but not recognised by the Election Commission of India, have also been shared draft SOP through e-mails. He would submit that, by now, draft guidelines prepared at the Government level and various inputs/suggestions have been collected and, therefore, it may be granted some more time to submit draft SOP/guidelines before this Court.

3. At this stage, learned counsel appearing for the petitioner in W.P.No.43333 of 2025 would submit that it has also sent its suggestions through e-mail, but learned Additional Advocate General disputes this factual position with regard to receipt. Let a copy of the suggestions be supplied by learned counsel for the writ petitioner today itself to learned Additional Advocate General.

4. Shri A.P.Surya Prakasam, learned counsel appearing for the newly impleaded respondent [Desiya Makkal Sakthi Katchi - registered political party] prays that he may also be permitted to submit his suggestions to learned Additional Advocate General today itself. Let it be done today itself.

5. Since suggestions have already been made by various political parties and two additional suggestions are to be submitted today itself, the exercise of inviting suggestions would be complete.

6. The draft SOP/guidelines be positively submitted before this Court by the applicants on 20.11.2025.
