The writ petition relates to a market utilised by flower vendors. The market belongs to the first respondent. The writ petitioners plead that the change in the manner of collection requires interference. This court has entertained the writ petition and has granted an interim order.

2. The impleading petitioners claim that they too, are flower vendors and on account of ad-hoc arrangement was carried on, as on today, they are seriously prejudiced. They seek to come on record.

3. I am of the view that if any orders are passed in this writ petition, it will affect all the flower vendors, who are using the VOC daily market. The impleading application is allowed. Office is directed to carry out the necessary amendment

4. Mr.Sai Krishnan reports that the petition filed vacate stay to be treated as a counter to the writ petition.

5. Mr.Haja Nazeeruddin reports that the Salem Municipality Corporation has also filed a counter.

6. As the pleadings are complete, this writ petition itself can be taken, when the vacate stay petition will be listed for hearing on

07.1.2026. It is made clear that when the vacate stay petition is listed for hearing, the main writ petition itself will be taken up for disposal. 11.12.2025 nl
