Respondents Prayer: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the third respondent to 8th respondent to conduct site inspection in our presence with their concerned Zonal Executive Engineer, Greater Chennai Corporation or their authorised representative and issue the site visit certificate to the petitioner considering the representation dated 05.11.2025 and 07.11.2025 as per Tender notification dated 29.10.2025 so as to enable the petitioner to upload the site visit certificate in the online portal on or before 18.11.2025 @ 03.00 p.m and allow the petitioner to participate in the Tender process.

ORDER

The petitioner is a contractor engaged in the works of executing road 2/6

works in Highways, NHAI and Airport Authority of India. The respondents invited tender bids pertaining to storm water drain works in the City of Chennai. The petitioner proposes to participate in the tender. One of the essential requirements that has to be enclosed along with the tender document is a site visit certificate. The site visit is conducted by the representatives of the petitioner, along with the staff of the respondents. Though the petitioner had requested the respondents to depute a staff to enable him to complete the requirements of the site visit in order to obtain a certificate, till date, the same has not been responded to. Hence, the petitioner is before this Court.

When the matter was mentioned this morning, considering the emergency, (the last date for submission of tenders is 18.11.2025), I granted permission to take the matter today, on the condition that the petitioner serves notice to Mr. D.B.R.Prabhu, learned Counsel for the respondents. That process having been completed, I took the matter in the afternoon. When the matter is called, Mr. D.B.R.Prabhu submits that by tomorrow ie., on 15.11.2025, the necessary site visit will be conducted and the site visit certificate will be issued to the petitioner. 3/6

4. His statement is recorded and the Writ Petition stands disposed of. No costs.
