PRAYER This Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Mandamus, directing the 2nd respondent to issue Site Visit certificate to the petitioner as per the application of the petitioner dated 10.11.2025 in order to submit his bids through online on or before 18.11.2025, 3.00 pm with respect to SI.No.82 in the State Tender Bulletin dated 30.10.2025. ORDER

This Writ Petition has been filed seeking for a direction to the second respondent to issue Site Visit certificate to the petitioner as per the application of the petitioner dated 10.11.2025 in order to submit his bids through online on or before 18.11.2025, 3.00 pm with respect to SI.No.82 in the State Tender Bulletin dated 30.10.2025.

2. It is the case of the petitioner that the petitioner is a registered Class III Civil Engineering Contractor and engaged in several contractual works. The Government of Tamil Nadu issued a State Tender Builletin dated 30.10.2025 for several contractual works. Hence, the petitioner decided to participate in Sl.No.82 for the said Bulletin. As per the bulletin the last date for submitting the tender application is 18.11.2025, 3.00 p.m. The tender documents (bids) received through online shall be opened on 16.10.2025 at 04.00 p.m. One of the

mandatory condition in all PWD contracts is that the Contractor who quotes tender should personally visit the work site and shall submit a site visit certificate issued by the Executive Engineer, PWD., concerned. Hence, the petitioner personally inspected the site on 07.11.2025 and subsequently submitted an application to the 2 nd respondent on 10.11.2025 to issue Site Visit Certificate in order to facilitate the petitioner in participating in the above said tender. However, the same has not yet been considered. Hence, the petitioner has filed the present writ petition.

The learned counsel for the petitioner submitted that the second respondent being a public authority, who is duty-bound to process the request made by the petitioner within the prescribed time-lines. The last date for submitting the application is 18.11.2025. Therefore, this Court may direct the second respondent to issue work Site Visit Certificate to the petitioner by today itself.

4. The learned Special Government Pleader appearing on behalf of the respondent 1 and 2 submitted that the certificate will be issued to the petitioner on 15.11.2025 before 05.00 p.m.

5. Heard the leaned counsel for the petitioner and the learned Special Government Pleader for the respondents and perused the materials available on record.

6. Considering the fact and circumstances of the case and in view of the limited request sought for by the petitioner, this Court directs the 2 nd respondent to issue Site Visit Certificate to the petitioner by 15.11.2025 before 5.00 P.M.
