Without expressing any opinion on merits of the writ petition, the third respondent is directed to consider the petitioner's representation dated 24/10/2025 and, after issuance of notice to the petitioner and rival claimant, if any, and giving them opportunity of personal hearing, to pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of this order. 2/4
