Prayer:- Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Mandamus, direct the respondents 1 and 2 to issue the Site Visit Certificate to enable the Petitioner to participate in the works covered in e-tender notice nos. S.W.D.C.No. B2/3117-3/2025, S.W.D.C.No. B2/3117-5/2025 and the respondents 1 and 3 for the works in S.W.D.C.No.B2/3117-7/2025 and S.W.D.C.No.B2/3117-9/2025 dated 29.10.2025 and in the alternate to direct the 1st respondent to accept the tender documents to be uploaded by the petitioner without insisting for the production of Site Visit Certificate from the respondents for the above said works. The petitioner is a contractor. The 1st respondent invited applications from eligible contractors for issuing tender regarding storm water drain works in the City of Chennai. The petitioner proposes to participate in the tender. One of the essential requirements that has to be enclosed along with the tender document is a site visit certificate. The site visit is conducted by the representatives of the petitioner, along with the staff of the respondents. Though the petitioner requested the respondents to depute a staff to enable him to complete the requirements of the site visit and obtain a certificate, till date, 2/5

the same has not been responded to. Hence, the petitioner is before this Court.

When the matter was mentioned this morning, considering the emergency, (the last date for submission of tenders is 18.11.2025), I granted permission to take the matter today, on the condition that the petitioner serves notice to Mr.E.C.Ramesh, learned Standing Counsel for the respondents. That process having been completed, I took the matter in the afternoon. 3.

When the matter is called, Ms.N.Lavanya for Mr.E.C.Ramesh, submit that by tomorrow ie., on 15.11.2025, the necessary site visit, as well as the site visit certificate will be issued to the petitioner.
