No. 20773/A1/E5/2019 dated 30.06.2025 and to quash the same to issue consequential directions to the Respondents that the petitioner shall be deemed to have retired form service on 30.04.2019 A.N. without any condition and with entitlement of full and eligible pension and to dispense all the monetorial benefits.

ORDER
This petitioner is seeking to reopen the proceedings that have already reached finality. This Writ petition is filed under the guise that the respondents have passed a non-speaking order in response to the representation made by him.
2. It is the case of the petitioner that the petitioner herein was working as Chief Educational Officer in Karur. According to the petitioner, he was placed under suspension, when he was on the verge of his retirement, due to pending disciplinary proceedings. Though the petitioner submitted his explanation, the respondents have passed a major penalty of compulsory retirement. According to the petitioner, his pension was also reduced by Rs.3000/-. To reconsider the punishment imposed against him, the petitioner made a representation to the respondents. The said representation was rejected vide order dated 10.06.2025 wherein the first respondent has traced the orders passed against the petitioner viz., the order of compulsory retirement dated 22.06.2022 and the consequential Government Order dated 31.01.2022. The first respondent, in the communication dated 10.06.2025, has clearly stated that the case of the
petitioner was not considered and his request for re-consideration of the order passed against him stood rejected. The petitioner has not challenged the order of the compulsory retirement passed against him before this Court. The petitioner is principally aggrieved only by the communication sent by the first respondent on the ground that it is a non speaking order. This Court has gone through the order passed by the first respondent. The order speaks for itself. There is no ambiguity in the order passed by the first respondent. The request of the petitioner for re-reconsideration of compulsory retirement has been considered by the Government and rejected. The petitioner only tried to re-agitate the same by way of representation. The first respondent has passed an order stating clearly that the request of the petitioner stood rejected. This Court does not find any ground to interfere with the order passed by the first respondent.
