PRAYER : Petition filed under Article 226 of the Constitution of India seeking issuance of a writ of mandamus forbearing the respondents from putting any construction in the name of training academy over the lands comprised in S.No.1 and 2 situated at No 6, Mamandur Panchayat, Maduranthakam Taluk, Chenglapattu District which is classified as 'Arasu Thoppu' in pursuance of the so called general advertisement dated 25.08.2025 issued by the 4th respondent, on the basis on the petitioner's representation dated 13.11.2025. ORDER

(Order of the Court was made by the Hon'ble Chief Justice) Heard.

2. At the outset, learned State counsel submits that the District Collector, in principle, has granted approval subject to conversion of

the land in accordance with law, vide order dated 25.10.2025.

3. This petition was filed on 17.11.2025 i.e., after passing of the aforesaid order. A copy of the aforesaid order has been supplied to learned counsel for the petitioner. The petitioner, without conducting proper research and without even trying to find out whether any permission has been granted or not, has filed this petition.

4. Without challenge to the order passed by the District Collector, this petition is not maintainable. The petition is dismissed with liberty to challenge the order dated 25.10.2025 passed by the District Collector in accordance with law. There shall be no order as to costs.
