Respondent(s) PRAYER: This writ petition has been filed under Article 226 of Constitution of India, to issue a writ of Mandamus, directing the respondents to forthwith process the pending application dt.13.10.2025 and issue nativity and community certificate to the petitioners daughter based on the petitioner viz., mothers native place and community within such time.

ORDER
This Writ Petition has been filed seeking a direction to the respondents to forthwith process the pending application dt.13.10.2025 and issue nativity and community certificate to the petitioners daughter based on the petitioner viz., mothers native place and community within such time. It is the case of the petitioner that the petitioner, a native of Puducherry belonging to the Vanniar Community Backward Class, was born and educated in Puducherry and continues to maintain her family residence and roots in Union Territory. Her minor daughter born on 03.12.2008 also studied in Puducherry during her early schooling. The petitioner applied for the community and nativity certificates for her daughter on 10.07.2025 followed by reminders on 11.08.2025. However, the 3rd respondent, his communication dated 12.08.
2025, refused to process the request, stating that merely because the petitioner sought certificate for CENTAC application, request could be made only after 01.01.2026 as per CENTAC schedule. The refusal is wholly unjustified since the CENTAC schedule governs only admissions, not the issuance of certificates by revenue authorities. The certificates are essential not only for CENTAC but also for other examinations such as JEE 2026 Session I, for which the application window is from 31.10.2025 to 27.11.2025 and the last date for fee payment is 27.11.2025. Without the certificates, the petitioner's daughter cannot apply for upcoming JEE entrance or any other entrance exams. Hence, the petitioner made a detailed representation dated 13.10.2025 to the respondents 2 & 3, no action has been taken. Hence, the present writ petition.
3. The learned counsel for the petitioner submitted that this Court may direct the second respondent to consider and pass orders on the petitioners representation within the stipulated time as fixed by this Court.
4. The learned .Additional Government Pleader appearing for the respondents submitted that the representation will be considered and orders will be passed within the stipulated time as fixed by this Court.
5. Heard the learned counsel for both side and perused the materials available on record.
6. Considering the facts and circumstances of the case and in view of the limited request sought for by the petitioner, this court directs the third respondent to consider and pass orders on the petitioner's representation dated 13.10.2025 on or before 10.01.2026 on the representation made by the petition.
